The regulator said the main problems are weak mobile signal from phone masts near rail lines and carriage designs that make it harder for signals to get through. Train Wi-Fi was also judged very badly, performing well just 1% of the time. Ofcom criticised train companies for using outdated technology and throttling speeds too aggressively.

Mobile UK, which represents EE, Virgin Media O2 and VodafoneThree, said the rail network faces “unique structural and capacity challenges” and called for planning reform and investment. It also argued taxpayers should help fund some of the infrastructure needed to fill black spots, saying commercial rollout alone cannot solve the problem. Ofcom, by contrast, said networks and local authorities need to step up, noting that some councils have rejected more than nine in 10 applications for new or upgraded infrastructure in the past five years.

What could change

The Department for Transport says it plans to spend £57m on a project to improve train Wi-Fi, including the use of low-Earth satellites instead of relying only on 4G and 5G. Transport Secretary Heidi Alexander is expected to announce the plans this summer.
